Years ago I would have said: Tanfoglio, but since then I've gotten 3 of my best pistols (EAA Witness Elite series) that were made by Tanfoglio. So a lot of it depends on the time-frame you are talking. A manufacturer can improve, or they can go down hill.
What is in a name? You don't know anymore because of companies being bought out. Will a company that builds quality guns put out something that is below their normal standards? Enter the S&W SW9VE, which is commonly called Sigma.
Based on handling one at Cabelas and being invited to dry-fire it. I would not purchase one or recommend one. The counter guy pulled the trigger, racked the slide and handed to me. I told him it didn't work. It took it, pulled the trigger and it went click. He said: "You have to pull hard". No thanks.
It could be that the one I was testing just happened to be a bad one, but I have my doubts. Also, if they were shipping bad ones, what does that say for their quality control.
If a person doesn't have some mechanical skills, I would not recommend the Ruger 22LR pistols. If you don't understand how that hammer strut has to go into the main-spring well, you may have difficulties re-assembling it.
I had one, and I got so frustrated with it that I got rid of it. Later as my skills improved, I bought several of them. Gun Tests once gave them a "do not buy" because of the difficulty in field stripping, but years later gave them a buy rating.
So what you say avoid buying today, you might approve of later. Will I ever approve of the S&W Sigma? Don't hold your breath.

The Chiappa Brand is not all that hot from what we have seen up here at all especially in their 22LR pistols. They seem to have a trigger made of gravel on any I have handled.

It pains me to say it, being the Walther afficianado that I am, but the P22, or any other firearm with a zinc/potmetal slide is a no-go, even if it has a respectable logo on it.

MLB, you are right. I forgot about that one.
It is sort of like people that I meet and don't like them - I can never remember their names. I forgot I owned the P22.
