I'd think not. It would likely be illegal for the buyer to receive it too. Depends where you're sending it I guess. I'd check with your local permit office.

I would think that the exporting of firearms, and the importing of recieving into another country, would place both parties at risk of violating federal laws in two separate jurisdictions, without the proper licenses. Best to check with the BATF for starters; They might have something on it.
