What are with these parts kits? Are they the parts needed to make a complete rifle? If so, why wouldn't they just provide the entire rifle? tinyurl.com/zoetj

TMan; Most of the Parts Kits include everything except the Receiver. The Receiver and complete firearm is all about having to go through the BATF forms and FFL dealers. I've seen blank lower receivers for the Ar-15 for as little as $20., but one had to have a FFL in order to purchase them through the mail.

That makes sense. I guess the reason the receiver is a controlled substance is because it has the serial number on it.
The Ruger MKII's replacement barrels have the serial number on it, which is why they have to be sent to an FFL.
