Ok. so I bit the bullet and bought one of these uppers to plink and play. I've read a number of mixed reviews, and I still decided to give it a try.
My first impression, "Wow this thing is dry!" All metal parts were so dry, the bolt was sqeaking and wouldn't even cycle well or fully. I'm not sure how they were able to test fire it in the factory. After a cleaning and thorough oiling, things moved much better. The next thought, "A plastic receiver?"
This comes with a front sight, but no rear. It has a working dust cover, and a cosmetic forward assist. The plunger is spring loaded, but does nothing to the bolt.
The manual states to allow for a 100-150 round break in period.
On the range, feeding and extracting became reliable after about 75 rounds. I've not shot it for groups yet, but it does seem to be a decent plinker for sure. What I did have, was a bunch of bulging and ruptured cases. All cases were bulged. Upon examining the webpage, I found
The cases that failed were from Remington. I tried some CCI, and the cases were bulged, but not ruptured. I emailed the company and eventually got a reply.

It is recommended that high quality ammunition be used when shooting the Chiappa M4-22 upper assembly. However, after a proper break-in period, it is not unusual for the Chiappa M4-22 upper assembly to function reasonably well with less expensive bulk-pack ammunition. We test every Chiappa M4-22 upper assembly with CCI Mini-Mag ammunition as well as lower powered Federal “American Eagle” ammunition to insure proper function before leaving the factory. Other ammunition that we have tested with very good results are:CCI .22 Long Rifle Tactical Ammunition, Winchester M-22 Rimfire. These ammunitions have been designed specifically to meet the demands of AR style .22 Rimfire applications.

We wish to assure you that the guns are fully safe in this way, we test fire 100% of the product prior to shipping, in addition to this, we have products that have been produced for the European market and has been tested at the National Proof House in Italy which is using special 30% + load rim fire ammunition without any issue...
